在钢结构工程施工设计、安装过程中，发现设计图纸中出现错误或不清楚的问题，施工技术人员不经设计单位同意，凭经验擅自随意改动设计图纸。这样有可能出现对设计人员的设计意图(如构件的重要性、特征、荷载大小、结构形式、应力状态、连接方法、工作环境等)没有完全理解，就改变钢结构设计，容易出现错误，从而导致达不到设计要求，降低构件的安全度和使用寿命或出现重大质量事故。
